The Government of India has launched a new phase of the housing initiative named Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), approved by the Hon’ble Prime Minister Shri Narendra Modi. Under PMAY-U 2.0, eligible beneficiaries can receive support to construct, purchase, or even rent a house. The implementation will be carried out in collaboration with States, Union Territories, and financial institutions like banks.

A total budget allocation of ₹2.30 lakh crore has been earmarked for the next five years to support this initiative.

This scheme primarily targets people residing in urban areas. Under the earlier phase of the scheme, over 1.18 crore houses were already sanctioned, out of which approximately 85.5 lakh houses have been constructed and handed over to the beneficiaries. Millions of families have already benefited, and many more are expected to benefit under this renewed effort.

About Middle Class Housing Scheme​

On 15th August 2023, the Hon’ble Prime Minister, during his address from the Red Fort, announced that a new scheme would be introduced to support poor and middle-class families in owning or building their own homes, ensuring a better standard of living. Acting on this vision, the Union Cabinet, on 10th June 2024, approved a major decision to extend housing assistance to an additional 3 crore families across rural and urban areas.

This decision was taken in view of the growing number of newly eligible families who are still in need of proper housing. To fulfil the Prime Minister’s commitment that no citizen should remain homeless, the government has launched PMAY-U 2.0 (Pradhan Mantri Awas Yojana – Urban 2.0). Under this expanded initiative, the government plans to invest ₹10 lakh crore to provide homes to one crore families, helping them lead secure and dignified lives.

Objective of Middle Class Housing Scheme​

The primary objective of the Middle Class Housing Scheme is to extend support to economically weaker and middle-class families who are currently living in rented accommodations or dilapidated houses. Due to financial constraints, these families are unable to build or purchase a home of their own. Through this scheme, the government aims to provide financial assistance to help them either construct or buy a safe and adequate house. Selection Process:
Beneficiaries will be selected by a district-level committee headed by the District Magistrate or Commissioner. The state government may nominate two additional public representatives to this committee.

Urban Residency & Income Criteria:
The applicant’s family must reside in a city and belong to one of the following income groups:

EWS (Economically Weaker Section): Annual income up to ₹3 lakh

LIG (Lower Income Group): ₹3 lakh to ₹6 lakh

MIG (Middle Income Group): ₹6 lakh to ₹9 lakh
Note: States may revise the EWS income limit only with prior approval.

Ownership Condition:
The family must not own a pucca (permanent) house anywhere in India.

Exclusion Clause:
Families or individuals who have already received a house under any government housing scheme within the past 20 years are not eligible for this scheme.

Preference Categories:
Priority will be given to:

  • Widows and single women Persons with disabilities Senior citizens SC/ST and transgender individuals Economically disadvantaged group

  • Additionally, special focus will be on:
  • Safai karmis (sanitation workers)
  • Street vendors (including those under PMSVANidhi)
  • Anganwadi workers
  • Daily wage labourers
  • People living in slums or chawls

Family History Consideration:
If a beneficiary’s parents have already been allotted a pucca house under any scheme, that person will be considered for benefits only after others with no previous family benefits.

Scheme Restrictions:

Houses cancelled by the government-appointed committee on or after 31st December 2023 will not be re-allotted under this scheme.

A person can avail the benefit of either PMAY-G or PMAY-U 2.0, but not both.

Identification Requirement:
All family members must submit their Aadhaar number or Aadhaar Virtual ID. Those who do not yet have one must obtain it promptly.
